Rodney Akongel Mukula is the son of the soil. He understands the daily struggles of families in the city because he has lived them himself. From the frustrations of poor services to the resilience of a community that refuses to give up, Rodney’s journey has been shaped by both challenge and opportunity.

His decision to run for office is not driven by ambition but by a deep sense of responsibility to restore dignity, rebuild trust and bring real solutions to the people of Soroti City East Division.

Rodney holds a Law Degree from the University of Kent in the United Kingdom, where he developed a solid grounding in governance, legal frameworks and rights-based leadership. Upon returning home, he served at the Uganda Revenue Authority, where he worked in governance and accountability roles. In this position, he gained valuable experience in institutional systems, transparency, and reform lessons that would later shape his vision for public service.

Beyond public service, Rodney has also been a successful entrepreneur. He is the founder of Asante Waste Management, Asante Agro and RAM Industries East Africa Ltd, enterprises designed not just for profit but for solving real problems. Through these ventures, he introduced Uganda’s first grassroots circular economy model, turning waste into jobs, sanitation into opportunity, and agriculture into a source of empowerment for farmers and youth. His businesses have created employment, empowered women, and shown how practical solutions can change lives.

Rodney’s commitment to Soroti did not begin with his campaign. Long before stepping into politics, he was already serving his community in tangible ways. He rehabilitated classrooms at Acet Gwen Primary School, ensuring that children could learn in safe and dignified conditions. He provided medical equipment and supplies to local health centers, strengthening the capacity of frontline workers. He worked with youth and women’s groups, equipping them with training, mentorship, and tools to start small enterprises and build sustainable livelihoods.

In addition to his community work, Rodney has served on the boards of various governance and education-focused institutions, including the Uganda Aviation Academy, where he contributes to policy innovation, institutional growth, and capacity development. These leadership roles have broadened his perspective and prepared him to design policies that serve not just one sector but entire communities.

Though born into a family with a political legacy, Rodney has deliberately chosen to contest as an independent candidate. This choice is a declaration of principle: that he will serve all residents equally, free from party patronage, tribal divisions, or political debts. Independence means he has no master to please except the people of Soroti. His accountability is not to party headquarters or political financiers, but to the citizens whose voices and needs must always come first.

Rodney’s vision of leadership is grounded in four non-negotiable values: Integrity, Discipline, Accountability, and Empathy. Integrity guides him to lead honestly and transparently. Discipline ensures that his promises translate into consistent action. Accountability reminds him that every decision and every resource must serve the public interest. And empathy keeps him connected to the lived realities of the people he represents.

Rodney’s leadership style is both professional and people-centered. He is approachable, visible, and deeply engaged in the lives of the people. He believes that leadership must not hide in offices or only appear during elections it must walk the streets, attend community meetings, and respond to people’s needs every single day. His approach is consultative, inclusive, and focused on results. In his own words, leadership is not about ruling it is about serving.
